Can Ashkenazim and others whose minhag calls for refraining from eating kitniyyot buy and partake of such products?

Rabbi Fink received his Rabbinic ordination from ITRI and the Mir and was awarded his Ph.D in Semitic Languages and Linguistics from Yale University.
